LAREDO, TX – Planning for the 123rd Washington’s Birthday Celebration is officially underway and under the guidance of the 2019 – 2020 Washington’s Birthday Celebration Association (WBCA) President Bobby Peregoy. The WBCA Executive Committee and Board of Directors also welcomed new additions to their respective rosters.
“Since 2002, my involvement with WBCA has been such a rewarding experience, and it has been a pleasure serving my community,” Peregoy said, “I’m excited to serve on the Executive Committee, and I look forward to serving as the 2020 WBCA President!”
Bobby Peregoy’s involvement with the WBCA began as a volunteer for the IBC Youth Parade under the Stars. Peregoy is a graduate of United High School and holds undergraduate and graduate degrees from Texas A&M International University and Villanova University, respectively. He was appointed to the WBCA Board of Directors as a Presidential Appointee in 2010. In addition, Peregoy received the WBCA Joseph Netzer Award in 2012 and the Matias De Llano Award in 2015.
Peregoy currently serves as Deputy Chief Appraiser for the Webb County Appraisal District and holds two certifications in the Human Resources field as a Professional in Human Resources (PHR) and a Society for Human Resource Management – Certified Professional (SHRM-CP). In addition, Peregoy is also certified as a Registered Professional Appraiser with the Texas Department of Licensing & Regulation.
In addition to the Washington’s Birthday Celebration Association, Peregoy has dedicated time to the Laredo Chapter of Ducks Unlimited, serving as both a volunteer and Chairman and has also been actively involved with the Laredo Chamber of Commerce Cola Blanca Big Buck Contest serving as both volunteer and Committee Chairman.
Peregoy enjoys spending time outdoors and hunting the South Texas brush country. He is married to Margaret M. Peregoy and they have two children, Riley and Jackson.
Gonzalez joins the Executive Committee as 2nd Vice President
Rochelle Valdez Gonzalez has been involved with WBCA as a volunteer since 2010 when her mother Cordelia, a Board member of WBCA, recruited her to help with her committees.
Rochelle was voted to the WBCA Board in 2013. At the start of her tenure, there was a dire need for volunteers. On her first year, Rochelle spearheaded a new pilot committee centered solely on recruiting volunteers and provided much needed volunteer support to all other WBCA committees in need. The volunteer committee has since been developed further and is now among the most important committees on the board. Rochelle was awarded the Matias de Llano award in 2013 and the President’s Merit Award in 2015.
WBCA has been part of Rochelle’s family since her early childhood. Her great grandmother was a Charter member of the Society of Marth Washington; and, her mother Cordelia was past president of the Princess Pocahontas Council, an affiliate member of WBCA. Rochelle was a “Jalapeñoette” mascot at the age of 9, was Princess Pocahontas in 1994; and was a member of the Princess Pocahontas Council for the past ten years. Rochelle is continuing the family tradition with her two daughters, both of who have represented the United States as Abrazo Children; Isabella in 2014 and Sofia in 2018. Rochelle participates in other community organizations such as the American Heart Association and headed “Project Cupcake” at the Bethany House for 4 years. In addition, she was voted to the Casa de Misericordia Board of Directors in May of 2019.
Rochelle is a graduate of Nixon High School and holds a Bachelorette in Science of Nursing. She is a Registered Nurse and a Certified Vascular Access Nurse at Doctors Hospital. Rochelle enjoys spending time with her family and supporting her children in all of their extracurricular activities at school and in the community. She is also an active parishioner of San Luis Rey Church. Married to Juan Manuel Gonzalez, Jr. for 19 years, the two have three children; Diego, Isabella and Sofia.
Montemayor joins the Executive Committee as Treasurer
Selected as the WBCA Treasurer for the 123rd Celebration is Fernando R. Montemayor Jr.
Fernando R. Montemayor Jr. is a native of Laredo. His involvement with the WBCA began in 2011 when he was selected as a Presidential Appointee. The following year he was elected to the WBCA Board of Directors. Over the years, Fernando has chaired or co-chaired various events for the WBCA including, the Youth Parade and the Washington’s Birthday Parade, the WBCA Pipes & Stripes Car Show, the WBCA President’s Cup Golf Tournament and the Jalapeño Festival. In 2018, he was awarded the prestigious Matias De Llano Award.
Fernando graduated from St. Augustine High School. He earned two bachelor’s degrees in business from Georgetown University in Washington D.C. and an MBA in International Business from Texas A&M International University. In addition, he has earned his Series 7, 63 and 65 registrations along with his Group 1 license.
Fernando R. Montemayor Jr., is a senior financial consultant with IBC Investment Services, a service offered through LPL Financial, one of the nation’s leading broker dealers. He has over 20 years of financial experience, which he has used to help investors. He is most proud of the client relationships he has been able to foster and maintain over this time and has been a top producer for the company year-after-year. He has been a recipient of LPL’s prestigious Chairman’s Council award that recognizes top producers from across the nation. In 2013, Fernando was also recognized by Bank Investment Consultant magazine, a national trade publication, as the #2 bank consultant in the nation and was featured in their December 2013 issue.
Fernando also serves on the board of the Laredo Center for the Arts. In addition, he has also served on the board of The Boys and Girls Clubs of Laredo and he has assisted the United Way with their annual concert fundraiser. He also co-founded B Live Promotions, a passion project aimed at bringing indie bands from across the country to Laredo. In addition to contributing to these organizations, he enjoys spending time with his family, listening to music and playing golf.
Fernando has been married to his wife, Lucy, for 19 years and they have two wonderful children, Valeria and Benicio.
The newly elected Board of Directors and appointees for the 2019-2020 year were also announced at the recent meeting. The WBCA board is made up of leaders and professionals from the community. Elected board members serve three-year terms and volunteer countless hours of their own time to make all of the annual events a success.

The 123rd Washington’s Birthday Celebration dates are January 23 – February 29, 2020. The Washington’s Birthday Celebration, founded in 1898, is the largest Celebration of its kind in the United States. Throughout the years, the Celebration has grown to be over a month long and consists of parades, dazzling pageants, fireworks, a carnival, an air show, a sizzling Jalapeño Festival and much more. Combined, WBCA events attract nearly 500,000 residents and visitors, and yearly contributes an estimated $14 million to the local economy. The Washington’s Birthday Celebration was recently ranked as one of the Top 100 Events in North America.
